The questions to ask are:

• Does the organization want to reduce capital expenditures?
• Does the organization want to reduce operating expenses?
• Does the organization want to reduce platform and location dependencies?
• What is the core business process - is the organization in the business of providing applications to users or, for example, manufacturing?

If you answer "Yes" to any of the first three, you probably should look at Google Apps. The actual steps deal with selecting the proper users for a pilot, getting feedback, doing the migration, presenting to management, and more.
